This is an Akha tool called a seh (saeq), used to weave fabric.  The outer portion is made of wood, while the inner comb-like section is made from thin bamboo reeds called a-ne (arneq). The vertical threads of the fabric are strung through each slot created by the bamboo reeds.  As each horizontal row is woven, the weaver slides this tool down to to beat in the new row against the previously                    woven row.
